Question 0-2% GPU usage while playing GTA 5 On Nvidia Gtx1050Ti

Im getting only around 50 Avg fps while playing gta v. There is frequent frame drops and stuttering. But my GPU usage is very low like only 1-2% :/ . Anyone else facing this issue? Please give a solution!

My PC specs:
Ryzen 1500x
8GB DDR3 3000Mhz ram
Game Installed on harddisk
Nvidia GeForce GTX 1050Ti
