I was playing GTA V on my PC and noticed that the gameplay wasn’t smooth so i enabled fps counter on GeForce Experience and noticed that my frame rates was somewhere between 45-55 and not able to get a constant 60fps at 1080p.
I’m using optimal graphics settings available on GeForce Experience software.
PC specs are:

[li]Ryzen 1500X @3.9Ghz[/li][li]GTX 1050Ti[/li][li]8GB Ram @2993Mhz[/li][/ul]
Is this because the game isn’t optimised for ryzen or my graphics cards can’t handle it?
I dont think so, please run AIDA 64 in background and check.

Check CPU and memory utilization.

It’s all normal
GTA V is a really demanding game and a 1500x and 1050Ti just aren’t that great of a team. Going by UserBenchmark I think your FPS is normal.

What monitor?
There’s sudden FPS drop at certain places in game. It drops to 40-50fps for me on GTX1050ti with i5 7400.
