There was a problem starting C:\Windows\System32\inetcpl.cpl
The operating system cannot run %1.
I'm getting this error while I was installing Display Driver. It opened Internet Explorer & then the error fills the display


 
Solution
This error might have occurred due to Windows update kb2964358 and usually, it only affects people with Internet Explorer 9 on Windows 7.
Uninstall Internet Explorer 9 from Add remove Programs/show installed updates and then update it again. I would block the update if they need to use ie9 or upgrade to 10 or 11
