I am intersted in building my own microcontroller , what is the skill set for that

For that you need to know VLSI design. You can start your design with FPGA using HDL language. Now a days everyone is using RISCV cores, getting it into an FPGA is easy. When you want to fabricate it into a silicon, there are again complications. Most foundaries wont accept small order. You have to get some client to sign-up for a large order to get the chip fabricated.
